Jessica was born in Great Falls, and grew up in Helena.  She specializes in alcohol and gambling licensing matters, and works closely with Montana business owners and DOR and DOJ personnel on a daily basis. She formerly served as a Compliance Specialist with the Montana Department of Revenue, Alcoholic Beverage Control Division, where she processed licensing applications, reviewed auditor and investigator reports for compliance issues, drafted violation notices, and worked with license applicants and business owners throughout the state to help them comply with regulatory requirements. Jessica also previously worked at the Montana Department of Justice, Gambling Control Division.  She has worked in Montana liquor and gaming licensing since 2001, and has been in private practice since 2015.

In 2018, Jessica and her colleague, Michael Lawlor, opened Lawlor & Co., PLLC, in Missoula.  They represent clients across Montana in the areas of alcoholic beverage and gaming licensing; business formation, contracts, and transactions; estate planning and probate; real estate transactions and leases; and marijuana licensing.
